ROM – Marriage Registration (Jabatan Pendaftaran Malaysia)


Registering Your Marriage

It is important to understand the dynamics of the legal system to get a gist of how and when to register your marriage. This will equip you with the necessary knowledge of how to go about setting your civil marriage solemnization, religious ceremony and reception dates. Knowing the time factor requirements for the solemnization of your wedding will help you avoid any unintended situations in which you have to re-schedule or delay your religious ceremonies, receptions and other engagements. The following illustrates the process of filing a solemnization date by the Registry of Marriages, Singapore. Detailed requirements for the filing of your marriage can be found on the Registry of Marriages, Singapore website.


Non-Islamic Marriages
Irrespective of whether you decide to register your marriage directly at the Registry of Marriages (ROM) venue, or at a religious venue, it is imperative that you file a notice of your civil marriage at least 21 days before the actual solemnization date. You are able to then register a date for solemnization between 21 days and 3 months after filing for a notice of marriage. If you are getting married within the premises of the ROM, you may be able to change solemnization details until the day of the ceremony before the wedding. However, if you are getting married at a venue that’s outside of the ROM, you can change the date of solemnization up until 5-10 days before. You cannot change the date of solemnization to one that is beyond 3 months of filing the notice. You are only able to solemnize your wedding at the ROM venue from Mondays to Fridays.


Application Procedure

Applicants are required to go to the NRD counter/Assistant Registrar appointed by the Malaysian Consul/Embassy with the following supporting documents:


1. Identity card
2. Passport for foreign citizens
3. 1 coloured photo (32mm X 38mm)
4. Consensus form /licence (if relevant)
5. Birth certificate (for applicants 16-20 years old)
6. Death certificate (if relevant) Letter confirming marital status (single)


If divorced:

1. Letter confirming marital status after divorce (original)
2. Decree nisi for absolute divorce (original & photocopy)

Conditions of Application


Normal marriage:

* Application will be displayed for 21 days from the date of application
* Complete Form JPN.KCO2 and attach supporting documents
* Payment: RM30.00


Marriage by special licence:

* Application of marriage without notification (21 days) and declaration of marriage
* Must obtain approval from the Assistant Registrar General/ Registrar General/State Superintendent/Minister/Menteri Besar
* Complete Form JPN.KCO2 and KCO1C (special licence) and attach supporting documents
* Payment:
JPN.KCO1C: RM100
Processing Fee: RM20.00


Information: The form in the website is only a guide. It should not be printed and used for dealings with the Marriage and Divorce Section. For dealings with this section, please use the original form.

Do note that you cannot cancel a notice of marriage as well. As written on the Registry of Marriage, Singapore website, the Singapore law states that ‘If the marriage does not take place within 3 months after the date of notice, the notice and all proceedings consequent thereupon shall be void, and fresh notice shall be given before the parties can lawfully marry.’ Hence, if you are not able to solemnize your wedding within the three months, you will have to once again file for a notice of marriage at the ROM.


Islamic Marriages
When registering your marriage at the Registry of Muslim Marriages (ROMM), you would have to file a notification of marriage a minimum of 7 and a maximum of 150 days before the date you wish to get solemnized. You can change the date of solemnization within the 7 to 150 day time frame from the date you registered the notice of marriage. If you wish to change the solemnization date beyond the 150 days, you will have to re-register your notice of marriage. If you have both made a decision to cancel your solemnization, both you and your partner would have to come down to the ROMM and cancel it in the presence of a Kadi.

Top 5 tips for choosing your wedding ring


1. Remember the four Cs: carat weight, cut, clarity and colour when evaluating a diamond, but don’t assume that, just because you’re spending a lot of money, this is anything other than an emotional investment.


2. Don’t get too hung up on a specific carat weight. Because there is a leap in price between a stone that weighs 0.9 of a carat and a one-carat stone. Ask your married friends and relatives about their wedding photographer, and more importantly, ask to see their wedding albums when they rave about how “awesome” their wedding photographer was. 1) Set a budget.

This little piece of advice is as old as the hills but it’s so important and allows you to build a firm foundation for your wedding. Many couples struggle to set a budget because if you’ve never planned a wedding, it’s hard to know what is realistic and how far your money will go. However most people know how much they can realistically afford and how much they are comfortable spending on one event: it really is worth spending some time researching and getting your budget right at the beginning. Until you have a budget, you can’t begin approaching suppliers and all of your plans become a series of confusing ‘what ifs’. It’s much better to start things off properly with a good idea of what you can spend in each area.


2) Clarify your priorities.

Unless you’re on a very large budget, you will have to compromise on some aspects of your day. Identify your top 5 priorities at the outset so that you can concentrate your budget and energy on doing a few things really well rather than spreading yourself too thinly and doing everything badly. We tend to find that for most couples that as they focus on a particular part of the celebrations that aspect becomes THE most important part of everything and that it becomes very tempting to overspend. Formally setting your priorities at the outset helps to guard against this and saves lots of heartache down the line.


3) Get the basics in place first.

From the second that engagement ring is on, planning a wedding can be an overwhelming whirlwind of well meaning people asking questions and giving their opinion. Rather than allowing yourself to be swallowed up into the insanity of it all, take a couple of weeks to soak up your new status and to slowly chat your ideas through with your partner. Once you have a rough idea of what you want as a couple, you can begin (slowly and rationally) putting the basics into place. You’ll need to start with finding your venue and you’ll be able to narrow down the options by budget, availability and style. Once your venue is confirmed you will have a date and this will allow you to begin approaching the other suppliers. Here, our advice is to focus on those suppliers who can only do one wedding per day e.g. photographers, transport, entertainment, hair and make up artists. After booking these suppliers, you can relax and start thinking about the visual aspects of the day and finding items such as dresses and stationery. Don’t be tempted to do these things before you’ve confirmed your basic suppliers as you will only tie yourself up into stressful knots and end up making little if any progress.


4) Finally, view your wedding holistically.

It’s easy to view your wedding as one long to do list but it’s vitally important that you don’t make decisions (especially regarding visual elements) without considering other aspects to ensure there is a thread of continuity running throughout your celebration. For example, it’s easy to rush out and buy a dress before you’ve really thought about items such as your venue or entertainment. However, the style of your dress should be heavily influenced by your venue and how formal your celebration will be. This in turn will effect the type of entertainment you choose, the style of your flowers and even the type of menu you serve. As bizarre as it sounds, it’s really important to consider all of these items together because if you don’t your wedding will lose its sense of flow and can end up feeling as though it has lost it’s soul.
